In Turkey, a serious number of youth are not in employment, education or traning, and most have not completed their secondary education. In this study The Program for the International Assessment of Adult Competencies (PIAAC) data for Turkey, which included 859 participants aged 16-24, were used to compare two education groups: (1) Those who have completed their secondary education and (2) those who could not. On literacy, numeracy and problem-solving proficiencies, second group had lower scores irrespective of gender. Also, the second group seemed to rarely use active learning strategies. The predictors of not continuing with secondary education were economic, different home language and parental education. The characteristics of these youth and implications for how to reach them are discussed.
