Quality of Vocational Education and Training: A Systematic Survey Review

Abstract

The field of Vocational Education and Training is characterized by different comprehensions of the term ‘training quality’. There is evidence that from the apprentice’s point of view quality can be defined as the perceived fit of the individual and the vocational education and training. This article aims at identifying key elements of the concept by categorizing more than 3.400 items of 42 test instruments used in apprentice surveys. Results show that ‘training quality’ can be operationalized by the differentiation of thirty categories in eight content areas. It is possible to integrate them in a framework model of quality based on an input, process and output dimension that simplifies gaining a more explicit comprehension of the term ‘training quality’.
