We adapted an instrument for measuring two scales of learning competence: motivation and learning strategies. It was administered in Estonia to 572 high school students. The motivation scale was divided into five factors characterized by 22 items: intrinsic motivation, extrinsic motivation, task value, self-efficacy, test anxiety. The scale of learning strategies was divided into eight factors in three groups described by 35 items: cognitive strategies (linking ideas, practicing, organizing thoughts and ideas), metacognitive strategies (metacognitive self-regulation), and resource use (self-discipline, seeking help from peers, coping with difficult situations, collaborative discussions). Correlation analysis revealed six key factors that should be in focus while developing learning competence: task value, test anxiety, linking ideas, metacognitive self-regulation, self-discipline, and coping with difficult situations.
