This study develops a framework for educational leaders to assess the elements of intellectual capital (IC) at the school level using a quantitative survey approach to collect data from a sample of secondary school teachers (n=408) from the total population in government schools in the province of Pakistan (N= 1,260). A unidimensional conceptualization of the IC construct, with three subfactors, was suggested: social relations (SR); teachers’ technical skills (TTS); and teachers’ training, education, and experience (TEE). Structural capital was tested indirectly and shown significant to explain differences between schools. In environments where government funding for public schools is limited, raising leaders’ skills in knowledge management (KM) is a viable option for creating self-developing processes in schools leading to IC.
