Reasons and Barriers to Continuing Vocational Education and Training for Marginalized Groups

Abstract

Labor market is changing: technological innovations create new jobs, demographic changes cause labor shortages in different economic sectors. Companies are forced to fill a rising number of job vacancies. But even if the overall unemployment rate is declining, there are still groups of people who do not participate in working life. CVET could provide companies with trained workers and bring people into working life. However, little is known about reasons for and barriers to the participation in CVET, especially for specific social groups. The aim of our study is to fill this research gap. Results reveal that reasons to attend CVET can be group or sector specific. Differences can be explained by cognitive abilities, learning motivation and life situation.
