While school systems are established for K-12 education, early childcare and learning programs (ECLP) are not covered by compulsory education. In California, voters passed Proposition 10 in 1998 imposing a 50-cent tax on each pack of cigarettes and other tobacco products to fund ECLP. This trend study examines the benefit-cost ratios across 39 programs in Kern County, California that received more than $10 million annual funding from Proposition 10 in 2010-2017. The results indicate that program benefits exceeded state investment and partnership support over the past seven years. With the ongoing fund decline due to less tobacco consumption, this study recommends creating an early support system for children ages 0-5 to strengthen the relationship between service delivery and fund leveraging.
