Multilevel Analysis of Paid Maternity and Paternity Leave Influence on NEET (Not in Employment, Education, or Training) Outcomes Internationally

Abstract

The purpose of this study is to explore the effect of the amount of time a parent can spend with their child in the first year of life through paid maternity and paternity leave on later NEET status, using hierarchical linear modeling. The Family Database from the Organisation for Economic and Co-operation and Development (OECD) was accessed and data from 2004 to 2016 was used. At level-1, the length of paternity and maternity leave did not affect NEET outcomes. At the country-level, the average length of paid paternity for a country influenced a country’s percentage of the NEET population. These results have implications for policy makers and employers around increases in paid paternity leave policies and educators around post-secondary transitioning.
