This theoretical study argues that the mixed form governance, an integrated form of government-dominated bureaucracy and polycentric network governance, is highly influential in developing education policies, especially for strong states. To support this claim, this study develops a theoretical framework for the mixed form governance and uses it to analyze a case of the Korean accountability policy. Findings suggest that bureaucratic structures are useful tools and resources for policy actors in developing education policies and using the mixed form governance aids in analyzing strategies used by policy actors.
