These five case studies investigate how K-12 district and school leaders are making decisions about educational technology purchases. Interviews were conducted with leaders and teachers in districts at the leading edge of ed-tech innovation about a recent purchase of an instructional, classroom-oriented digital product (defined as a product used by teachers and/or students in the classroom for the purposes of student learning). District leaders’ reasoning and processes are influenced by their own data literacy as well as teachers’ expressed interests and stated needs for new tools, and the district’s 1:1 student-to-technology programs and instructional and or improvement aims.
