This paper reports on results from a university-community research partnership to develop the capacity of leadership teams to use evidence-based research to provide administrative support to teachers to improve student outcomes and educator retention in persistently underperforming schools. The purpose of this paper is to present results from our Arizona pilot and a refinement of the model for South Carolina. The model includes the development of a literacy leadership team that includes both administrators and teachers and a delivery system that bridges leadership and literacy in high-needs schools. Results from the Arizona pilot included improved school performance and increased leadership capacity. Future plans feature refinement and expansion to additional schools in South Carolina and plans to scale the project nationwide.
