What Is a Quality Teacher? The Case of Singapore

Abstract

This study aims to determine the attributes and role of a quality teacher in the Singaporean context by examining the viewpoints of two important stakeholders: policy makers and teachers. The findings suggest that policy makers and teachers were in agreement about the specific attributes that comprise a quality teacher (e.g., subject-teaching capability, caring about students, etc.) However, they showed disagreement about the role that quality teachers play in this education system—the policy makers viewed them as nation builders while the teachers viewed them as caring educator.
