Toward a Consensus of Educational Research and Development: A Delphi Study

Abstract

Research and Development (R&D) is a well-known ‘mode of operation’ used to enhance innovation in industrial-scientific-technology fields. In education however, the R&D concept has been left behind frequently serving as a “buzz” word in the context of educational change process. The authors aim to identify characteristics of educational R&D and to offer a clear operational definition of the term, which will promote a consensual theory and aware professional discourse among research-field-policy agents. The Delphi technique used is based on attaining a consensus among a group of experts, scholars, field personnel involved in educational R&D activity. The findings indicate a possible operational definition, as well as the points of disagreement that indicate the possibilities of its feasibility in the educational field.
