Poster #40 - Micro Policy Making in Schools: Conceptualizing the Contexts of Power, Talk, and Time

Abstract

This paper focus’ on how and why the accountability mode of data use has entered the educational context of Norway, which has long been dominated by social democratic values rooted in norms and values of trust and equity. An exploratory case study methodology with a mixed methods approach is used to produce and analyze data how school professionals in lower secondary school deal with national student test results. The concept of “making use of” national test results is explained as school professionals’ construction of discourses regarding the intentions for national testing policies. The paper contributes to knowledge of how school professionals in a “soft” accountability system deal with policy intentions, and how power, talk and time play into these policies.
