Impulses for School Development? Findings of a German Program for Supporting Schools in Challenging Circumstances

Abstract

A multitude of schools in urban areas are facing great challenges in dealing with multifaceted problems. In recent years, the internationally widespread paradigm of need-oriented resource allocation has found its way into educational policy in Germany. The Berlin Bonus Program is situated right in this context. Accordingly, N = 220 schools initially participating in the program are provided with additional funding, i.e. schools dealing with an especially high proportion of socially disadvantaged students. School principals are allowed to spend the funds almost completely autonomously to address areas of problems at their schools. Based on the longitudinal data from school principal and teacher surveys as well as school statistical data, key findings from the evaluation of the program will be discussed.
