In 2013 the Government of Ontario introduced differentiation policy to begin articulating strategic mandate agreements (SMAs) between all publicly funded postsecondary institutions in the province. Universities and colleges are currently in the second iteration (SMA2; 2017-2020) of these agreements and consultation for SMA3 has already begun. The intent with SMA3 is that metrics and targets articulated by the institutions would also be tied to future targeted outcome-based funding. In this paper, and in anticipation of SMA3, we look specifically at the institution metrics identified by each institution in SMA2. Our results reveal more homogeneity than difference. We raise important questions in anticipation of SMA3 for consideration.
