Creation of Local Education Services: System-Wide Reform for the Future of Public Education in Chile

Abstract

The government of Chile passed legislation in 2017 mandating demunicipalization of the public school sector (345 municipal education agencies under mayoral control) and the creation of 70 “Servicios Locales de Educación” (Local Education Services) that will amalgamate two to six neighboring municipal systems. This paper reports findings from a literature review in search of conceptual, methodological and empirical foundations for research on transition to the new intermediate level system of public school SLEs in Chile. The review covers (1) historical and current documents relating to the 2017 legislation that mandates creation of the new SLEs; (3) research internationally on school district consolidation; and (4) research on corporate mergers and acquisitions in the business literature.
