Abstract

Research has revealed students of poor and minority are frequently taught by less-qualified teachers in US. With the hypothesis that teacher composition in the school might have changed many years after NCLB law, this study delves into the teacher distribution across schools, in order to investigate what differs America from the high-performing countries. Using the TALIS 2013 data and quantitative inquiries, this study reveals American teacher quality is above the average in terms of teaching quality, credential and preparation. However, if comparing the teacher quality by grouping teachers in schools within different locations and student compositions, America losses the advantage because America, among the five selected countries, is the only that demonstrates consistent disparity across schools.
