This study explores Turkish parents’ conceptualization of inclusive education (IE) for students with dis/abilities (SwDs), who are the largest group of students who have historically been excluded from education. IE refers to ensuring educational equity in access, participation, and learning outcomes for all students, especially who are marginalized and excluded from education due to their differences. Fraser’s (2003) three-dimensional social justice framework was used to frame IE. Cultural-historical-activity-theory and disability-studies-perspectives were applied to understand parents’ interpretations and experiences about IE. A class photo, with a hypothetical vignette written description, was used as a stimulus to facilitate focus group and individual interviews. Findings revealed that the general education activity system served only the students who were perceived to be “normal.”
