Measuring teacher performance is an important aspect of improving the quality of ECE programs. Given that evaluators’ interpretations of items may influence the leniency or rigidity of ratings, teacher evaluation processes can be examined to determine whether the stakeholders’ expectations and training procedures are consistent with how evaluators are using the assessment tool. This study employed a similar process to Clauser et al. (2008) by using an expert panel to rate items, engage in discussion of ratings, and compare judgments to data from actual performance evaluations conducted during 2016-2017. The panel members were presented with results of Rasch analyses and reported that the discussion prompted them to reevaluate the training materials, the resource manuals, and the professional development materials.
