The purpose of this study was to design an integrated evaluation framework that would guide the measurement of the implementation of “Empowering Modern Learners” (EML) and that would provide opportunities for a conjoint participatory evaluative format. EML is a board-wide project intended to ensure high expectations for student achievement through the application of innovative instructional practices, modern technology, learning networks, and equity of access for all. The study was used to demonstrate how developmental evaluation and contribution analysis could be used in conjunction, and how these approaches could be adopted and adapted for educational program evaluation. The paper identifies the synergetic elements of the two approaches, specifies the limitations, and explains how the data were utilized by educational decision makers.
