Abstract

The focus of this paper is on the intersection of schooling reform conditions and the strategic behavioral response by school districts across the US. How school systems behaviorally respond to reform pressures by re-allocating their resources over time is increasingly becoming more pertinent, if not more complex, as we understand the impact of two decades of major reforms in the US. In this study, we focus on a narrow but important part of such response by examining how school districts alter their spending on administrative services relative to other functions as a result of states adopting consequential accountability policies.
