The rapid pace of charter school growth has increased the need for a comprehensive human capital management (HCM) strategy because networks are not only confronted with filling existing vacancies as a result of turnover but also new positions resulting from expansion. This paper draws on interview and survey data from 2014–15 to 2017–18 to investigate the implementation of one charter network’s HCM strategy during a period of growth, providing insight into why turnover rates of 20 percent persisted despite the network’s concerted efforts to retain their staff. The study found that the network’s prioritization of candidates’ fit with culture over experience resulted in hiring a predominately novice teaching staff, which had implications for the network’s retention strategies.
