The objective of this research paper is to propose and utilize a new set of concepts perceived to be fruitful for coming to terms with different modes of educational policy legitimation at the intersection of supranational governance influence and national governing demands. In so doing the article reports on analyses of policy documents and expert interviews with high-profile policymakers in Sweden and Norway, which demonstrate how different modes of policy legitimation have constructed the contemporary policies for national testing.
