Abstract

Leadership preparation became the keyword for leadership quality improvement, which the policymakers, researchers and educators attempt to evaluate the quality of the principal preparation programs. However, it will be problematic to design and implement social and educational policies on the basis of unreliable or invalid instrument results. By employing a Rasch analysis in tandem with traditional measurement approaches, the authors attempt to establish validity and reliability of a self-reporting survey measuring the attitudes and perceptions of the program chairs on the program structure and effectiveness at the U.S. public universities. The results are expected to provide information concerning the dimensionality of the instrument, the quality of each item, and the evidence regarding the generalizability.
