This study explores intersecting policy narratives of one high school’s reform over the last ten years. Researchers examined student performance and demographic data, reviewed state and local policies, and interviewed stakeholders connected to the high school. Researchers found that enrollment fluctuated significantly in the last ten years. While the school is labeled a “community school,” the fluctuation was in part due to state and district “choice” policies, school closings, and leadership turnover. As a result, the “community” school identity suffered. The results suggest “winning” policy stories compromised the “community school” mission, and leaders associated with each narrative exacerbated their impacts on climate. Implications on urban school leadership are discussed.
