Abstract

This study used federal civil rights data to investigate the underrepresentation of American Indian/Alaska Native students identified as gifted in the Nation’s schools. Separating Title 1 Schools from Non-Title 1 Schools, adding locale codes, and looking at whether schools identify students provides a nuanced perspective to how invisible many AIAN youth are even when they have access to identification. In US schools 62% of AIAN have access to identification with 25,954 students identified in 2016, with up to 45,180 AIAN gifted youth missing. They are more likely to be identified if they attend Title 1 schools, but Title 1 schools are less likely overall to identify students (13.56% vs. 7.88). Wide variation among state RIs warrants further study.
