Accountability in education policy has been one of the most influential and hotly debated topics of the past 50 years. The meaning of educational accountability can and has varied greatly amongst policymakers, educators, academics, and community members over time. This study explores educational accountability following the implementation of the Elementary and Secondary Education Act to help to understand when the concept of accountability enacted in education policy first emerged and how educators and policymakers at that time understood its meaning. We further explore the role of ESEA in the spread of state accountability legislation, programs, and research.
