Abstract

This paper examines the use of school choice policies in districts under desegregation orders. We use a mixed-methods approach to provide summary information about federal oversight of the implementation of these policies and their impact on school enrollment patterns. We also use quasi-experimental methods (interrupted time series analysis) to estimate the impact of these policies on school segregation. We use a geographic information systems (GIS) approach to contextualize these segregation patterns relative to housing patterns. We conclude that choice policies remain, on average, an ineffective tool for desegregation of schools.
