Abstract

The purpose of this study is to critically review and analyze how reading engagement has been measured and interpreted in international assessments such as the Programme for International Student Assessment (PISA). After analyzing both the PISA 2009 data and related official reports, we identified three major issues regarding how reading engagement is measured by the PISA: 1) conceptual abstractness, 2) disordered thresholds, and 3) cultural irrelevance. We believe that this paper will provide valuable insight into how reading engagement can be understood and applied by both literacy researchers and educators.
