University Autonomy in Indonesia: A Case of Gadjah Mada University

Abstract

In higher education, autonomy provides public institutions freedom from the governmental control to govern and regulate themselves. Also, autonomy has been perceived as an effective way to improve the institutional quality. Due to the increasing importance of autonomy, since the early 2000s, the Indonesian government has been granting autonomy to a number of public universities, one of them was Gadjah Mada University (UGM). Thus, this study employing resource dependence theory as well as institutional isomorphism as the theoretical frameworks and a case study design sought to examine the impact of autonomy on an Indonesian public university, UGM. From the document analysis, the study found observable impacts of autonomy on the university in academic areas, governance, and financial management.
