Abstract

Sustaining system improvement through professional learning and development provision in curriculum contexts is a critical issue in building high performing systems. The alignment and strengthening of four interrelated system mechanisms: leadership; external expertise; research and development; and sufficiency of resource need to be considered. We draw on recent approaches in New Zealand to highlight specific issues for curriculum that respond to the challenge of raising the achievement of those underserved by our system, in particular Maori students. We consider the implications of these issues for both policy and practice related to teacher professional learning and development provision.
