This study uses a critical policy analysis of the relationship between two mechanisms in California’s education accountability system: The California Model Five by Five Grid Placement Report (Dashboard, 2017) and the Local Control Accountability and Plan (LCAPs) with a purposeful geographic sampling of 24 districts with high numbers and/or high percentages of English Learners (ELs=23% of state). Our research questions address whether the results of California’s accountability system would trigger continuous improvement actions in LCAPs for different types of ELs. Dashboard results showed overall Performance Levels on the EL-only Indicator that were “not passing” and results from the LCAP Year 4 analyses reveal a lack of evidence of systemic articulation of policies and research-based practices for improving EL achievement.
