The new wave of school reforms under the Every Student Succeeds Act of 2015 (ESSA) gives much more flexibility to states and school districts in the design and implementation of evidence-based school improvement strategies. Unfortunately, we have limited understanding about how the effects of dramatic, comprehensive school reform efforts vary across locations, and what their long-run, sustainable effects are. Focusing its attention on School Improvement Grants (SIG), one of the most significant school reform efforts under the Obama administration, this study draws evidence from SIG schools across multiple locations to understand (a) the variance in SIG effects across different contexts and (b) the sustainability of such effects.
