Abstract

To ensure homeless students and families have equitable access to learning and resources, the Baltimore County Public Schools (BCPS) system conducted a review of current practices. Through interviews and focus groups, researchers captured voices of students and families experiencing homelessness, and staff feedback. Findings indicate the greatest challenges include experiencing traumatic circumstances, chaotic shelter environments, and being taken advantage of by organizations. These challenges were exacerbated for our non-English speaking population, which has increased by nearly 700% over the past five years. Systemic challenges include inefficient processes, limited access to opportunities, and perceived apathy among staff. These findings have been used by local practitioners to inform improvements to existing practices such as allocation of resources, staffing, and coordination of services.
