15.031 - The Effects of Teacher Policy Reforms on Teacher Effectiveness and Student Achievement

Abstract

Over the past decade, many states have enacted policy reforms (e.g., removal of teacher tenure, restrictions on collective bargaining, and high-stakes teacher evaluation) with the goal of improving teacher effectiveness in America’s public schools. These reforms were followed by a recent U.S. Supreme Court ruling that limits the dues teachers’ unions can collect from members. Opponents view these changes as part of a “war on teachers” that will drive educators from the profession, but proponents argue that, as a result, district leaders are empowered to make personnel decisions that positively impact students. This symposium assembles new, multi-disciplinary quantitative research to weigh the evidence on these competing perspectives in a variety of states (Michigan, Louisiana, Wisconsin, and Tennessee).
