Achieving educational change for improvement across systems is an ongoing challenge. Professional learning plays an important role yet there remain several question in terms of what makes it effective. Using the concept of adaptive expertise, this research identifies the characteristics of professional learning facilitation that are associated with an increase in student achievement outcomes. The study was part of a five-year nation-wide improvement initiative and employed mixed methods. Findings point to the importance of employing both routine and adaptive expertise and provide some insight into the sorts of educational problems that each can contribute to resolving. Implications for policy and practice include the importance of providing resources and not seeking ‘quick fix’ solutions when seeking to address complex problems.
