This paper brings together six years of research which has engaged with stakeholders over reforms to public education. The paper gives an overview of the project and the particular policy context, and discusses the geographies of the three local areas in England and how policy which seeks to make schools independent of local authorities and funded directly by central government fares ‘on the ground’ in three areas - a large metropolitan authority (City), a smaller unitary authority centered on a town (Town), and a large rural area (County). Our results show that the way such developments progress locally and nationally is affected by capacity and by the demands of national and regional policy actors.
