United Negro College Fund and Its Role in Policy Advocacy for Historically Black Colleges and Universities

Abstract

This paper will higlight the various functions and strategies of the United Negro College Fund (UNCF). UNCF was established to raise funding, awareness, and engage in policy advocacy on behalf of Historically Black Colleges and Universities (HBCUs). In addition to providing a critical overview of the literature (and dearth of literature) on black policy advocates and brokers within higher education, this paper will provide an overview of UNCF, its history, and its evolving role in policy advocacy to combat deficit discourses about Black people and the college and universities created to serve them.
