Collective Leadership: Scaling Improvement in South Carolina

Abstract

South Carolina is attempting to leverage collective leadership to scale school improvement statewide. Through a three-year collective leadership initiative with 13 schools led by teams of teachers and administrators, the South Carolina Department of Education has been studying how to improve schools as the teams collect evidence of progress and identify barriers. Through surveys, site visits, impact assessment tools, and monthly data collection, school teams have identified key conditions, resources, and work design that support or constrain school improvement. These lessons will inform other schools and states as they leverage collective leadership for school improvement around shared problems of practice.
