Research on effective mathematics instruction forms the basis of teacher preparation programs, providing professional development for teachers, student assessments, instructional materials, and observation instruments. The latter were developed as a tool to capture instructional quality and the extent research-based practices are embedded in classrooms. Using a mixed-methods design, this study uses the Reformed Teaching Observation Protocol, Mathematics Quality of Instruction, and the Mathematics Classroom Observation Protocol for Practices to analyze one lower secondary mathematics lesson on video from the United States, Norway, and Finland. Although the three tools were created in the United States reflecting the reforms and objectives specific to that context, the researchers were interested in how applicable these tools are in diverse school settings.
