This paper explores the race-conscious implementation of equity-oriented reform in community college. I highlight implementers and the contextual factors that empowered them to use state-level policy to address Latinx transfer disparities. As an instrumental case study, I selected Huerta Community College, since their policy implementation process stood out as an outlier for its focus on addressing Latinx transfer inequity, which is one of California’s largest equity gaps in community college. I share how racialized-gendered identity, cultural intuition, and racial-agency allowed leaders to envision race-conscious possibilities for policy reform and its implementation.
