A lot of studies focus on the collaboration between universities and primary and secondary schools in the process of running schools in order to improve teachers’ professional development. However, teachers’ development, to some extent, relies on the appropriate planning and decision of local educational administrative department. The present study intends to improve decision-making ability of local educational department through investigating 20 primary and secondary schools and ten kindergartens in Jinhua economic and technological development zone. To understand present situation of education in the zone, headmasters, teacher representatives and some cadres were interviewed. Data analysis indicated problems in current educational reform. Educational and practical implications are discussed.
