An International Policy Analysis of Educational Public Private Partnerships: A Close Look at Emerging Economies

Abstract

There is an increasing phenomenon of governments collaborating with the private sector in education policy-making and practice in many countries (Baum, 2018, LaRocque, 2008). The concept of public private partnerships (PPP) is a much-debated (Peterson 2003; Woessmann 2006) with contradicting views on the idea of private entities running public services, issues of accountability and autonomy, and profit motives versus social and public good. This paper analyzes the effects of funding on education at the national level and examines the role of educational PPPs in student achievement in selected countries.
