The Impact of Minority Teacher Scholarship Programs on the Supply of Teacher Education Degree Earners of Color: Evidence From Integrated Postsecondary Education Data System Data

Abstract

In the last 30 years, the share of students of color has grown much more than the share of teachers of color. Since 1988, 11 state governments implemented Minority Teacher Scholarships (MTS) for students in teacher education programs in an effort to more rapidly increase the share of teachers of color. Yet, the causal impact of MTS programs remains unknown. Using IPEDS data from 1995-2017, I estimate an event study model to answer the question do MTS programs increase racial representation of teacher education bachelor degree completers? I find that MTS programs caused small policy relevant gains in the fraction of Black bachelor teacher education degree completers relative to states that had no MTS program. These gains persisted over time
