Examining the Relationship Between Immigration Enforcement and Educational Attainment: The Case of Sanctuary Policies

Abstract

This study investigates the effect sanctuary policies have on undocumented students’ high school completion and college enrollment. Geographic areas, typically counties or cities, implement sanctuary policies to prohibit local political and law officials from working with federal immigration enforcement officers to question individuals’ legal status. Limiting immigration enforcement can affect educational outcomes since the policies will reduce the psychological toll of undocumented status bears. I use data from the Current Population Survey and an event study model to evaluate the effect this policy has on high school completion and college enrollment. Study results will have implications on how shifting legal statuses affects educational outcomes and may inform future immigration policy decisions.
