This paper aims to describe the role of data-based individualization (DBI) in reading within a Multi-Tiered Systems of Support (MTSS) framework and explore the issues and complexities surrounding implementation of its critical components. Specifically, we investigated the key components essential to implementation of the five iterative steps of DBI, as well as what it takes to achieve school-level fidelity to these components. We examined the change in fidelity to these components when schools are exposed to professional development in DBI. Examinations of fidelity data suggested variability between schools, highlighting the complexities of DBI and further bringing to bear the critical role of the relationship between researchers and organizational stakeholders to support sound implementation of such a framework.
