Abstract

This study compares the perceptions of special education and inclusion among various stakeholders (i.e., policymakers, teacher educators, inservice teachers and student teachers in general and special education) from Oman and the Philippines. 53 from Oman 53 from the Philippines completed the demographic survey and participated in the semi-structured individual interview. Using the software NVivo 12, we conducted analytical coding to extract the themes from the data. There were similar and different views among multiple stakeholders and between two countries. The valuable complexities emerged from the data will provide insights for all educators.
