In the text, we analyze the curricular policies that in the present time have given meaning to school teaching and teacher training in Brazil. We seek to understand how the transformations in the way meaning is assigned to knowledge taught in basic education has affected what we call education quality in the country. In dialogue with Michel Foucault, curricular professionals and historians, we focus on the changes made to basic education in textual surfaces beginning in the mid nineteen nineties. In the analysis, we find evidence of how notions of skills and competences come to act as the main regulators of this quality, reconfiguring how we conceive knowledge and organize the outcomes of teaching.
