Understanding Latinx Voices in Shaping Federal Policy on Hispanic-Serving Institutions

Abstract

This historical case study seeks to understand the context of Latinx voice and agency that culminated with inclusion of the Hispanic-Serving Institution as a federal designation in the reauthorization process of the Higher Education Act of 1992. The activism of Latinx policy champions and coalitions increased national and political awareness of Latinx students’ needs, as well as institutional capacity to serve the increasing Latinx population during the 1980’s and 1990’s. The study brings awareness of the political voice and power that Latinx scholars, administrators and advocacy organizations have to demand equitable outcomes for Latinx students with in the federal policymaking arena.
