Collaborative Learning and Inquiry for Improved Outcomes: The Importance of Coherent Local Authority/District Systems

Abstract

This paper reflects on a university-facilitated, multi organisation programme, promoting the use of collaborative learning and inquiry in schools to enhance learning and teaching to promote positive learner outcomes. The paper draws on findings to propose a model for cross-school and local authority collaborative learning that is empowering practitioners and school leaders to better understand and analyse data to inform practice, improving learners’ educational outcomes and promoting professional learning across establishments and organisations. The paper concludes by arguing that such models are most effective when collaborative partners operate within a supportive and equitable local strategic framework. These frameworks scaffold development and facilitate the sharing of resources, concepts and knowledge. In the context of this research, this is the local authority.
